Jacque Mallender is an internationally recognized economist in the fields of healthcare and public policy. She helps stakeholders identify and demonstrate their value and the value of their ideas to improve healthcare. She has led and carried out various projects in the United Kingdom, Europe, the Middle East, North America, and Africa.

Óscar Gaspar

He served as Secretary of State for Health from 2009 to 2011. He is the President of the Portuguese Association of Private Hospitalization and President of the European Union of Private Hospitalization (UEHP). He is a member of the Executive Committee of the Confederation of Portuguese Industry (CIP) and the Economic and Social Council. He is Vice-President of the Health, Prevention, and Well-being Council of CIP, a member of the National Health Council and the National Public Health Council, and of the Advisory Boards of the Health Regulatory Entity, the Institute of Hygiene and Tropical Medicine, and the Faculty of Pharmacy at the University of Lisbon, as well as the General and Supervisory Board of Dignitude. He is also a member of the Board of Directors of the Portuguese Council for Health and Environment. Additionally, he is an administrator of the Gil Foundation.

Luís Oliveira

Luís Miguel Oliveira is Senior Associate Director of Research Programs at the Michael J. Fox Foundation and Founder and Executive Director of the V-ATPase Alliance for rare diseases related to defects in this enzyme. He is a specialist in Parkinson's disease research with over 15 years of experience in the field of neurological diseases. With a strong commitment to transforming innovative treatments from the laboratory to clinical practice, Luís Miguel Oliveira serves as Review Editor for the publications Frontiers in Neurology, Neuroscience, and Psychiatry, and as an Investment Consultant at Portugal Ventures, where he leverages his expertise to guide investment decisions in promising projects.

Ana Rita Londral

Ana Rita Londral is the director of the Value for Health CoLAB, where she leads the mission of supporting organizations in implementing value-based healthcare practices. She has 20 years of experience working closely with universities, patient associations, and companies to develop and apply technologies that contribute to improving quality of life and driving digital transformation in healthcare. She participates in several national and international R&D projects with multidisciplinary teams. She is an assistant professor at the Faculty of Sciences and Technology at the Nova University of Lisbon and an integrated researcher at the Comprehensive Health Research Center. She holds a degree in Electrical and Computer Engineering (Instituto Superior Técnico, UL), a master's in Health Engineering (UCP), and a PhD in Biomedical Sciences/Neurosciences (Faculty of Medicine, UL).

Rita Sá Machado

Rita Sá Machado is a medical specialist in public health and currently serves as the Director-General of Health in Portugal. Enthusiastic about policy and development, Dr. Rita Sá Machado has previously worked at the World Health Organization, the Ministry of Foreign Affairs, and at local, regional, and national levels within the National Health Service. She holds a master's in Public Health from the London School of Hygiene and Tropical Medicine (London, UK) and a postgraduate degree in Health Management from Católica Porto Business School (Porto, Portugal). She is also a guest professor at the Institute of Public Health of Porto (ISPUP).

Eduardo Costa

Eduardo Costa is an Assistant Professor at Instituto Superior Técnico and a researcher at CEGIST. He is a specialist in Health Economics, and his research focuses on the sustainability and efficiency of public health spending, competition in the pharmaceutical market, and the economic impact of healthcare professionals. He is currently the President of the Portuguese Association of Health Economics. Additionally, he is an expert on the Health Technology Assessment Commission at Infarmed and a member of the National Commission for the Reference Centers of the National Health Service (SNS).He has extensive consulting and research experience in health economics and policy on both national and international projects, working with public and private institutions. He holds a PhD in Economics from Nova SBE and has been a visiting researcher at Boston University and the Harvard School of Public Health. He has also worked as a research fellow at Lancaster University.

Pedro Cunha

He currently holds the position of Senior Consultant in the Internal Medicine Department at the Hospital Senhora da Oliveira in Guimarães. He is also a Guest Professor at the School of Medicine at the University of Minho. Between September 2006 and December 2023, he served as the Coordinator of the Hypertension and Kidney Diseases Outpatient Clinic at the Hypertension Research and Treatment Center, integrated into the Internal Medicine Department and University of Minho. Between 2009 and 2023, he coordinated the Stroke Unit and the stroke referral circuit in the Emergency and Internal Medicine Department of his hospital.Since 2012, he has collaborated with the European Society of Hypertension (ESH) Hypertension and Brain Working Group, holding various positions, including president from June 2018 to June 2022. In February 2017, he received the Fernando Pádua Award from the Portuguese Society of Hypertension. From October 2018 to December 2023, he was the Coordinator of the Academic Clinical Center at Hospital Senhora da Oliveira, Guimarães. During the pandemic, from March 2020 to December 2022, he was part of the COVID-19 Coordination Committee of the hospital. He served as President of the National Council of the College of Internal Medicine (2021-2023).He is currently the President of the Board of Directors of the Local Health Unit of Alto Ave. This hospital is also a teaching hospital, affiliated with the School of Medicine at the University of Minho and, more recently, with the ALPS program at the Center for Medical Simulation, Harvard Medical School.

Helena Freitas

Helena Freitas is the Country Lead for Sanofi Portugal, a position she holds alongside her role as General Manager of the Vaccines division, representing the company institutionally in the country. She holds a degree in Economics from the University of Porto and a master's in Business Administration from AESE Business School. She began her career at Ernst & Young, where she worked for five years before transitioning to the pharmaceutical industry, notably with Bristol-Myers Squibb, where she held various positions over 12 years. In 2016, she joined Sanofi as Director of Market Access and Public Affairs, later being appointed General Manager of the Vaccines Unit and in 2022, Country Lead for Sanofi Portugal.Helena Freitas leads with an inclusive and empathetic approach, bringing an innovative mindset, a strong financial background, and extensive professional experience in commercial areas, government affairs, and market access. Her mission is to contribute to the investment and sustainability of healthcare in Portugal.

Guilherme Fonseca

He holds a degree in Economics from the Universidade Católica Portuguesa, a Master's in Finance from Nova SBE, and a PhD in Applied Business Management from ISCTE. He started his career as an Investment Analyst at the Family Office of the former owner of the Alfasom Group (the second-largest European company in congress rental). He was an Investment Associate at Startup Braga, where he participated in the creation and execution of the SBS Capital Fund (under the management of the former Secretary of State for Entrepreneurship in the 19th Government of Portugal).He later became the Chief Strategy Officer and partner at ISSHO Technology (a software company awarded by MIT Portugal) – until his Exit – and collaborated with Mergers and Acquisitions consultancies on several projects. He was a Guest Speaker in the Raising Capital course at Nova SBE and currently teaches Strategic Management in the Executive Master in Healthcare Management and Administration at CESPU.He is an Investment Manager at Portugal Ventures and also serves as a board member of Neptune (the largest recreational boatyard in the country) and DIG-IN (Zomato Europe). Additionally, he is the President of the Remuneration Committee at VizitAR and an observer on the Board of Pruvo (Israel) and Fülhaus (Canada).

André Chiga

Álvaro Augusto da Rosa

Associate Professor with aggregation at ISCTE – University Institute of Lisbon, in the area of General Management, and an integrated researcher at BRU – Business Research Unit, ISCTE. He teaches courses in the areas of healthcare strategy, general management, and comparative management. He is a lecturer and visiting scholar at various universities and international organizations in countries such as Brazil, Angola, China, and the United Kingdom.

Marcia Makdisse

She holds a Master's and PhD in Cardiology from the Federal University of São Paulo (Brazil), a Master's in Healthcare Transformation from the Value Institute for Health and Care, University of Texas (USA), and is the ambassador for Brazil at the VBHC Center Europe (Netherlands). She is a Scientific Partner at the Oxford Value and Stewardship Programme (UK), a member of the Core Team of the Value Catalyst Learning Community (Netherlands), and a former President of the VBHC Initiative at the American College of Cardiology (USA).

Marco Arroz

He has over 15 years of experience in specialized recruitment for middle and senior management roles. At Multipessoal, since 2014, he has held the position of Recruitment Manager, leading a team of consultants in the areas of Engineering, Construction, and Logistics. In 2023, he took on a new internal project in the recruitment of C-level professionals and other leadership positions. With this new role, he expanded her reach, working across all sectors of the economy and strengthening Multipessoal's position as a strategic partner for organizations. Prior to joining Multipessoal, he spent 7 years as a Consultant and Senior Consultant at Hays, a specialized recruitment company. A native of Lisbon, he holds a degree in Sociology from ISCTE and a Postgraduate Degree in Human Resources Management from INDEG/ISCTE.

Ricardo Costa

He has a solid academic background and extensive experience in business administration and leadership roles. He obtained his degree in Industrial Engineering and Management in 2001 from Universidade Lusíada de Famalicão, where he stood out by being awarded the best internship project of the course that year. In 2011, he successfully completed the International MBA at Católica Porto Business School, marking a turning point in his business career. In the same year, he became the CEO of Grupo Bernardo da Costa and currently holds the position of Chairman of the group and serves on the board of several companies with a presence in various countries, including Portugal, Spain, Morocco, Italy, Brazil, and Cameroon. He was appointed Business Ambassador of Braga in 2016. In addition, he was elected President of APSEI - Portuguese Association for Security. In 2021, Ricardo Costa assumed the presidency of AEMinho - Business Association of Minho. In 2024, he became the Chairman of the General Council.

Paulo Nossa

He holds a PhD in Human Geography from the University of Minho (2005). He is an Assistant Professor in the Department of Geography and Tourism at the University of Coimbra and a researcher at the Center for Studies in Geography and Territorial Planning. He has participated in 7 projects as a researcher, having been the coordinator of 2 of them. He has developed academic work in the field of health policies, investigating the multiple relationships between health, territory, and demographic aging. He was the coordinator of the HIV/AIDS Prevention Unit (2003-2005 - Ministry of Health). Currently, he conducts research in the areas of demographic aging and the social determinants of health. More recently, he has been coordinating the Specialization Course in Emergency and Disaster Intervention – Territory Branch, University of Coimbra.

Luís Sambo

He is a medical doctor graduated from the Faculty of Medicine of the Nova University of Lisbon and a member of the College of Specialists in Public Health at the Medical Association of Portugal. He holds a PhD in Management from the University of Hull in the United Kingdom. He has held positions as municipal health delegate, provincial health delegate, Coordinator of Public Hospitals in Luanda, Deputy Minister of Health, Secretary of State for Health, and Minister of Health. As a United Nations employee, he worked for 25 years at the World Health Organization (WHO), where he served as Technical Advisor on health systems, Head of the Primary Health Care Unit and Health for All Strategy in 2000, Director of the Health Systems Division, Director for the Management of Technical Cooperation Programs, and Regional Director of WHO for Africa. He is a Guest Professor at the Center for Systems Studies at the University of Hull, UK, and a retired Full Professor at the Institute of Hygiene and Tropical Medicine of the Nova University of Lisbon. He is currently the President of the Accreditation Committee of the World Federation for Medical Education.

Francisco Pavão

He is a doctor, specializing in Public Health. He is the Director of the International Relations Coordination Services at the General Secretariat of the Ministry of Health. He holds a Master's degree in Public Health, is a PhD candidate in International Studies, and has a Postgraduate degree in Health Management and Services.

Nuno Silva

A multidisciplinary scientist with over 25 years of experience leading global teams, combining artificial intelligence, digital health, and innovative technologies. A leader in AI applied to health monitoring, early diagnosis, and the development of sensor-based solutions. His professional work is focused on transforming healthcare through scalable, patient-centered applications, providing impactful solutions in areas such as pediatric oncology, diabetes, and mental health.

Rita Moreira

She holds a degree in Business Management from the Universidade Católica Portuguesa. She is the Director of Clínica Hospital Magalhães Lemos. She was a Member of the Executive Board of SNS (National Health Service) Management Council. She served as Executive Member of the Centro Hospitalar do Porto. She is a guest professor at ICBAS and CESPU. She was Vice-President of ARSNorte. She has been a speaker at various congresses, conferences, and doctoral/postgraduate classes on SNS financing, health planning and management, health compliance, SNS reform, new health management models, and an analysis of the Portuguese system versus other European models. She has worked at the consulting firm Deloitte in fiscal and corporate finance areas. She was the director of planning at Prio SGPS.

Filipe Costa

He is a doctoral candidate in Management at Nova SBE, holding an MBA and a Master's degree in Management from ISCTE. He is a Guest Assistant Professor and Researcher at Nova SBE. Filipe Costa is a researcher and Assistant Professor at Nova School of Business and Economics. He is an associate member of the Health Economics and Management Knowledge Center at Nova SBE and a healthcare operations manager. He has led and carried out several national and international projects in the areas of oncology management and value-based healthcare. His research and teaching areas focus on value-based healthcare, healthcare management, organizational theory, operations management, outcome measurement, cost analysis, and process improvement in organizations.

Rafael Bengoa

Rafael Bengoa holds a Ph.D. in Medicine from the University of the Basque Country and a Master's degree in Management and Community Medicine from London University. He served as the Regional Health Advisor for the Basque Country, where he led the healthcare reform "Osasuna Zainduz," focusing on the modernization of management. With extensive experience in health policies, he was the Director of Health Systems at the World Health Organization (WHO) in Geneva and is a Senior Fellow at Harvard University.

André Fernandes

He holds a degree in Geography, specializing in Physical Geography and Spatial Planning, from the Faculty of Letters at the University of Lisbon. He has additional training in areas such as crisis management, leadership, forest fire behavior and safety, civil protection, and territorial organization, having attended institutions such as the National Defense Institute, the Military Academy, the National Firefighters School, and the Higher Institute of Military Studies. Currently, he serves as the National Commander for Emergency and Civil Protection at the National Authority for Emergency and Civil Protection, a position he has held since December 2020. Previously, he served as the 2nd National Commander, District Operational Commander, and 2nd District Operational Commander at the Lisbon District Operations Command, accumulating extensive experience in emergency management and rescue operations.

Luís Vale

Luís Vale is a Senior Assistant in Anesthesiology at SESARAM, Funchal, and an Operational PH Physician in Madeira. With extensive experience in emergency medicine and trauma, he is part of the International Faculty of MRMI and DATC, ESTES/IATSIC. Currently, he serves as the Chairman of MRMI Portugal and Director of the Madeira International Disaster Training Center, actively contributing to disaster training and response scenarios. He also chairs the Trauma Section of the Portuguese Society of Anesthesiology, playing a key role in the development and innovation in the fields of anesthesiology and trauma. Additionally, he holds the position of National Commander for Emergency and Civil Protection at the National Authority for Emergency and Civil Protection, a role he has held since December 2020. Previously, he served as the 2nd National Commander, District Operational Commander, and 2nd District Operational Commander at the Lisbon District Operations Command, accumulating vast experience in emergency management and rescue operations.

Salvador Malheiro

Salvador Malheiro holds a degree in Mechanical Engineering from the Faculty of Engineering of the University of Porto (1995). He also holds a Master's degree in the same field from the same institution and a PhD in Engineering Sciences, specializing in Energy, Thermal, and Combustion, from the University of Poitiers (2002). He has been a University Professor at the University of Trás-os-Montes and Alto Douro since 1996, currently on long-term unpaid leave. He has been a Member of the Portuguese Parliament since March 2014, elected by the Social Democratic Party (PSD), and is the President of the Permanent Parliamentary Commission for Environment and Energy. Salvador is a Specialist in Energy certified by the Portuguese Engineers Association and a Recognized Technician by the Intensive Energy Consumption Management System. He served as the Mayor of Ovar from 2013 to 2024 and was the Vice President of the Social Democratic Party (PSD) from 2018 to 2022. He worked as a Research Engineer at Renault SA and as a Researcher at the Combustion and Detonation Laboratory, CNRS, in France from 1999 to 2002. He was a Technical-Scientific Evaluator of research projects for the European Commission and the Portuguese Government from 2004 to 2013. Additionally, he served as the Country Manager for Bioenergy at the Swedish Trade Council (Embassy of Sweden in Lisbon) from 2006 to 2008.

Waldomiro Monforte Pazin

Hospital Administrator with extensive experience in Public Health, having served for over 30 years as Technical Director of the largest hospital complex in Latin America, the Hospital das Clínicas of the Faculty of Medicine at the University of São Paulo. He has held various leadership positions within the Board of the Brazilian Federation of Hospital Administrators (FBAH), including Vice President and President, during which he presided over several Hospital Administration and Health Management congresses in collaboration with the Hospitalar Fair and Forum. Currently, he is the CEO and founder of WMP Consult Ltda., a member of the Board of Former Presidents of FBAH, and a Fiscal Advisor of the Latin American Federation of Health Administrators, based in Uruguay.

Nuno Araújo

PhD in Management from ISCTE-IUL, Master’s in Business Sciences, postgraduate in Advanced Studies in General Management, Strategy, and Business Development, and holder of a Master’s in Healthcare Management. Specialist Nurse in Rehabilitation Nursing with a recognized title in Nursing Sciences. Adjunct Professor at the Instituto Politécnico da Saúde Norte and Guest Lecturer at the Instituto Superior Politécnico de Benguela. Coordinator of the executive courses in Healthcare Management at CESPU. He is an associate researcher at BRU-IUL (Business Research Unit - ISCTE) and an international consultant in the fields of Management, Administration, and Health Economics for EuropeanAid Cooperation projects. He is also an expert at the European Quality Assurance in Vocational Education and Training.

João Pedro Lopes

João Pedro Lopes is a Specialist in Allergy and Immunology, working since August 2020 in the Division of Pediatric Allergy, Immunology, and Rheumatology at UH Rainbow Babies and Children’s and UH University Hospitals Cleveland Medical Center, in Cleveland, Ohio. During the same period, he also became an Assistant Professor of Pediatrics at Case Western Reserve University. He completed his Fellowship in Allergy and Immunology at the Icahn School of Medicine at Mount Sinai, in New York, in 2020, after finishing his Internal Medicine Residency at Case Western Reserve University / UH University Hospitals / VA Wade Park Louis Stokes Medical Center, in Cleveland, in 2018. He earned his medical degree from the Faculty of Medical Sciences at Universidade Nova de Lisboa, where he stood out as one of the top students in his class, graduating with an average grade of 18 out of 20. Throughout his career, he has received numerous awards and distinctions, including the Faculty Award from the UH University Hospitals Allergy and Immunology Fellowship in 2024 and the Rainbow Babies & Children’s Foundation Microgrant Award in 2021.

Sandra Cavaca

Graduated in Business Organization and Management, she has chaired the Board of Directors of SPMS – Shared Services of the Ministry of Health, EPE, since 2023, after three years as a board member. She served as Secretary-General of the Ministry of Health between 2012 and 2020. An expert for the Public Administration Recruitment and Selection Committee, representing the Ministry of Health, she was part of the executive committee of the National Health Plan for Dementias and the Ethics and Clinical Research Committee. She holds a postgraduate degree in Health Services Management from INDEG and has also attended the FORGEP – Public Management Training Program at INA and the PADIS – Advanced Program in Health Institutions Management at AESE. She advocates for the alliance between technology and people to overcome healthcare challenges.

Daniel Guedelha

Founder of GenH, headquartered in Basel, Europe’s hub for pharmaceutical innovation. With 16 years of global experience in the pharmaceutical industry, specialist in strategic consulting,

biotech advisory, executive education, and personalized mentorship to empower leaders and organizations. His journey spans across R&D, operations, commercialization, and leadership roles such as Global Key Account Management, Business Development, M&A, and Chief of Staff to the President of Global Health & Sustainability.

Paulo Novais

Paulo Novais is a Full Professor of Computer Science at the Department of Informatics, the School of Engineering, the University of Minho (Portugal) and a researcher at the ALGORITMI Centre in which he is the leader of the research group ISLab - Synthetic Intelligence lab.

He is the director of the PhD Program in Informatics and co-founder and Deputy Director of the Master in Law and Informatics at the University of Minho.

His main research objective is to make systems a little more smart, reliable and sensitive to human presence and interaction. He is the coordinator of the Portuguese Intelligent Systems Associate Laboratory (LASI). Former president of the Portuguese Association for Artificial Intelligence) between 2016 and 2019, Senior member of the IEEE, Member of the IFIP - TC 12 Artificial Intelligence and of the executive committee of the IBERAMIA.

Mary Witkowski

Mary Witkowski, MD, MBA, is a fellow at the Harvard Business School focused on value- based health care delivery and payment reform. She leads the health care strategy and health equity work at Michael Porter’s Institute of Strategy and Competitiveness. She is a member of the Harvard Medical School Board of Fellows, the HMS Advisory Council on Education, and a trustee of the Lynch Foundation.

Cristina Vaz Tomé

He is the President of the Portuguese Association of Private Hospitalization and President of the European Union of Private Hospitalization (UEHP). He is a member of the Executive Committee of the Confederation of Portuguese Industry (CIP) and the Economic and Social Council. He is Vice-President of the Health, Prevention, and Well-being Council of CIP, a member of the National Health Council and the National Public Health Council, and of the Advisory Boards of the Health Regulatory Entity, the Institute of Hygiene and Tropical Medicine, and the Faculty of Pharmacy at the University of Lisbon, as well as the General and Supervisory Board of Dignitude. He is also a member of the Board of Directors of the Portuguese Council for Health and Environment. Additionally, he is an administrator of the Gil Foundation.

He is a specialist in Parkinson's disease research with over 15 years of experience in the field of neurological diseases. With a strong commitment to transforming innovative treatments from the laboratory to clinical practice, Luís Miguel Oliveira serves as Review Editor for the publications Frontiers in Neurology, Neuroscience, and Psychiatry, and as an Investment Consultant at Portugal Ventures, where he leverages his expertise to guide investment decisions in promising projects.

Ana Rita Londral

Ana Rita Londral is the director of the Value for Health CoLAB, where she leads the mission of supporting organizations in implementing value-based healthcare practices. She has 20 years of experience working closely with universities, patient associations, and companies to develop and apply technologies that contribute to improving quality of life and driving digital transformation in healthcare. She participates in several national and international R&D projects with multidisciplinary teams. She is an assistant professor at the Faculty of Sciences and Technology at the Nova University of Lisbon and an integrated researcher at the Comprehensive Health Research Center. She holds a degree in Electrical and Computer Engineering (Instituto Superior Técnico, UL), a master's in Health Engineering (UCP), and a PhD in Biomedical Sciences/Neurosciences (Faculty of Medicine, UL).

Rita Sá Machado

Rita Sá Machado is a medical specialist in public health and currently serves as the Director-General of Health in Portugal. Enthusiastic about policy and development, Dr. Rita Sá Machado has previously worked at the World Health Organization, the Ministry of Foreign Affairs, and at local, regional, and national levels within the National Health Service.She holds a master's in Public Health from the London School of Hygiene and Tropical Medicine (London, UK) and a postgraduate degree in Health Management from Católica Porto Business School (Porto, Portugal). She is also a guest professor at the Institute of Public Health of Porto (ISPUP).

Eduardo Costa

Eduardo Costa is an Assistant Professor at Instituto Superior Técnico and a researcher at CEGIST. He is a specialist in Health Economics, and his research focuses on the sustainability and efficiency of public health spending, competition in the pharmaceutical market, and the economic impact of healthcare professionals. He is currently the President of the Portuguese Association of Health Economics. Additionally, he is an expert on the Health Technology Assessment Commission at Infarmed and a member of the National Commission for the Reference Centers of the National Health Service (SNS). He has extensive consulting and research experience in health economics and policy on both national and international projects, working with public and private institutions. He holds a PhD in Economics from Nova SBE and has been a visiting researcher at Boston University and the Harvard School of Public Health. He has also worked as a research fellow at Lancaster University.

Pedro Cunha

He currently holds the position of Senior Consultant in the Internal Medicine Department at the Hospital Senhora da Oliveira in Guimarães. He is also a Guest Professor at the School of Medicine at the University of Minho. Between September 2006 and December 2023, he served as the Coordinator of the Hypertension and Kidney Diseases Outpatient Clinic at the Hypertension Research and Treatment Center, integrated into the Internal Medicine Department and University of Minho. Between 2009 and 2023, he coordinated the Stroke Unit and the stroke referral circuit in the Emergency and Internal Medicine Department of his hospital.Since 2012, he has collaborated with the European Society of Hypertension (ESH) Hypertension and Brain Working Group, holding various positions, including president from June 2018 to June 2022. In February 2017, he received the Fernando Pádua Award from the Portuguese Society of Hypertension. From October 2018 to December 2023, he was the Coordinator of the Academic Clinical Center at Hospital Senhora da Oliveira, Guimarães. During the pandemic, from March 2020 to December 2022, he was part of the COVID-19 Coordination Committee of the hospital. He served as President of the National Council of the College of Internal Medicine (2021-2023).He is currently the President of the Board of Directors of the Local Health Unit of Alto Ave. This hospital is also a teaching hospital, affiliated with the School of Medicine at the University of Minho and, more recently, with the ALPS program at the Center for Medical Simulation, Harvard Medical School.

Helena Freitas

Helena Freitas is the Country Lead for Sanofi Portugal, a position she holds alongside her role as General Manager of the Vaccines division, representing the company institutionally in the country. She holds a degree in Economics from the University of Porto and a master's in Business Administration from AESE Business School. She began her career at Ernst & Young, where she worked for five years before transitioning to the pharmaceutical industry, notably with Bristol-Myers Squibb, where she held various positions over 12 years. In 2016, she joined Sanofi as Director of Market Access and Public Affairs, later being appointed General Manager of the Vaccines Unit and in 2022, Country Lead for Sanofi Portugal.Helena Freitas leads with an inclusive and empathetic approach, bringing an innovative mindset, a strong financial background, and extensive professional experience in commercial areas, government affairs, and market access. Her mission is to contribute to the investment and sustainability of healthcare in Portugal.

Guilherme Fonseca

He holds a degree in Economics from the Universidade Católica Portuguesa, a Master's in Finance from Nova SBE, and a PhD in Applied Business Management from ISCTE. He started his career as an Investment Analyst at the Family Office of the former owner of the Alfasom Group (the second-largest European company in congress rental). He was an Investment Associate at Startup Braga, where he participated in the creation and execution of the SBS Capital Fund (under the management of the former Secretary of State for Entrepreneurship in the 19th Government of Portugal).He later became the Chief Strategy Officer and partner at ISSHO Technology (a software company awarded by MIT Portugal) – until his Exit – and collaborated with Mergers and Acquisitions consultancies on several projects. He was a Guest Speaker in the Raising Capital course at Nova SBE and currently teaches Strategic Management in the Executive Master in Healthcare Management and Administration at CESPU.He is an Investment Manager at Portugal Ventures and also serves as a board member of Neptune (the largest recreational boatyard in the country) and DIG-IN (Zomato Europe). Additionally, he is the President of the Remuneration Committee at VizitAR and an observer on the Board of Pruvo (Israel) and Fülhaus (Canada).

Álvaro Augusto da Rosa

Associate Professor with aggregation at ISCTE – University Institute of Lisbon, in the area of General Management, and an integrated researcher at BRU – Business Research Unit, ISCTE. He teaches courses in the areas of healthcare strategy, general management, and comparative management. He is a lecturer and visiting scholar at various universities and international organizations in countries such as Brazil, Angola, China, and the United Kingdom.

Marcia Makdisse

She holds a Master's and PhD in Cardiology from the Federal University of São Paulo (Brazil), a Master's in Healthcare Transformation from the Value Institute for Health and Care, University of Texas (USA), and is the ambassador for Brazil at the VBHC Center Europe (Netherlands). She is a Scientific Partner at the Oxford Value and Stewardship Programme (UK), a member of the Core Team of the Value Catalyst Learning Community (Netherlands), and a former President of the VBHC Initiative at the American College of Cardiology (USA).

Marco Arroz

He has over 15 years of experience in specialized recruitment for middle and senior management roles. At Multipessoal, since 2014, he has held the position of Recruitment Manager, leading a team of consultants in the areas of Engineering, Construction, and Logistics. In 2023, he took on a new internal project in the recruitment of C-level professionals and other leadership positions. With this new role, he expanded her reach, working across all sectors of the economy and strengthening Multipessoal's position as a strategic partner for organizations. Prior to joining Multipessoal, he spent 7 years as a Consultant and Senior Consultant at Hays, a specialized recruitment company. Ricardo Costa

He has a solid academic background and extensive experience in business administration and leadership roles. He obtained his degree in Industrial Engineering and Management in 2001 from Universidade Lusíada de Famalicão, where he stood out by being awarded the best internship project of the course that year. In 2011, he successfully completed the International MBA at Católica Porto Business School, marking a turning point in his business career. In the same year, he became the CEO of Grupo Bernardo da Costa and currently holds the position of Chairman of the group and serves on the board of several companies with a presence in various countries, including Portugal, Spain, Morocco, Italy, Brazil, and Cameroon. He was appointed Business Ambassador of Braga in 2016. In addition, he was elected President of APSEI - Portuguese Association for Security. In 2021, Ricardo Costa assumed the presidency of AEMinho - Business Association of Minho. In 2024, he became the Chairman of the General Council.

Paulo Nossa

He holds a PhD in Human Geography from the University of Minho (2005). He is an Assistant Professor in the Department of Geography and Tourism at the University of Coimbra and a researcher at the Center for Studies in Geography and Territorial Planning. He has participated in 7 projects as a researcher, having been the coordinator of 2 of them. He has developed academic work in the field of health policies, investigating the multiple relationships between health, territory, and demographic aging. He was the coordinator of the HIV/AIDS Prevention Unit (2003-2005 - Ministry of Health). Currently, he conducts research in the areas of demographic aging and the social determinants of health. More recently, he has been coordinating the Specialization Course in Emergency and Disaster Intervention – Territory Branch, University of Coimbra.

Luís Sambo

He is a medical doctor graduated from the Faculty of Medicine of the Nova University of Lisbon and a member of the College of Specialists in Public Health at the Medical Association of Portugal. He holds a PhD in Management from the University of Hull in the United Kingdom. He has held positions as municipal health delegate, provincial health delegate, Coordinator of Public Hospitals in Luanda, Deputy Minister of Health, Secretary of State for Health, and Minister of Health. As a United Nations employee, he worked for 25 years at the World Health Organization (WHO), where he served as Technical Advisor on health systems, Head of the Primary Health Care Unit and Health for All Strategy in 2000, Director of the Health Systems Division, Director for the Management of Technical Cooperation Programs, and Regional Director of WHO for Africa. He is a Guest Professor at the Center for Systems Studies at the University of Hull, UK, and a retired Full Professor at the Institute of Hygiene and Tropical Medicine of the Nova University of Lisbon. He is currently the President of the Accreditation Committee of the World Federation for Medical Education.

Francisco Pavão

He is a doctor, specializing in Public Health. He is the Director of the International Relations Coordination Services at the General Secretariat of the Ministry of Health. He holds a Master's degree in Public Health, is a PhD candidate in International Studies, and has a Postgraduate degree in Health Management and Services.

Nuno Silva

A multidisciplinary scientist with over 25 years of experience leading global teams, combining artificial intelligence, digital health, and innovative technologies. A leader in AI applied to health monitoring, early diagnosis, and the development of sensor-based solutions. His professional work is focused on transforming healthcare through scalable, patient-centered applications, providing impactful solutions in areas such as pediatric oncology, diabetes, and mental health.

Rita Moreira

She holds a degree in Business Management from the Universidade Católica Portuguesa. She is the Director of Clínica Hospital Magalhães Lemos. She was a Member of the Executive Board of SNS (National Health Service) Management Council. She served as Executive Member of the Centro Hospitalar do Porto. She is a guest professor at ICBAS and CESPU. She was Vice-President of ARSNorte. She has been a speaker at various congresses, conferences, and doctoral/postgraduate classes on SNS financing, health planning and management, health compliance, SNS reform, new health management models, and an analysis of the Portuguese system versus other European models. She has worked at the consulting firm Deloitte in fiscal and corporate finance areas. She was the director of planning at Prio SGPS.

Filipe Costa

He is a doctoral candidate in Management at Nova SBE, holding an MBA and a Master's degree in Management from ISCTE. He is a Guest Assistant Professor and Researcher at Nova SBE. Filipe Costa is a researcher and Assistant Professor at Nova School of Business and Economics. He is an associate member of the Health Economics and Management Knowledge Center at Nova SBE and a healthcare operations manager. He has led and carried out several national and international projects in the areas of oncology management and value-based healthcare. His research and teaching areas focus on value-based healthcare, healthcare management, organizational theory, operations management, outcome measurement, cost analysis, and process improvement in organizations.

Rafael Bengoa

Rafael Bengoa holds a Ph.D. in Medicine from the University of the Basque Country and a Master's degree in Management and Community Medicine from London University. He served as the Regional Health Advisor for the Basque Country, where he led the healthcare reform "Osasuna Zainduz," focusing on the modernization of management. With extensive experience in health policies, he was the Director of Health Systems at the World Health Organization (WHO) in Geneva and is a Senior Fellow at Harvard University.

André Fernandes

He holds a degree in Geography, specializing in Physical Geography and Spatial Planning, from the Faculty of Letters at the University of Lisbon. He has additional training in areas such as crisis management, leadership, forest fire behavior and safety, civil protection, and territorial organization, having attended institutions such as the National Defense Institute, the Military Academy, the National Firefighters School, and the Higher Institute of Military Studies. Currently, he serves as the National Commander for Emergency and Civil Protection at the National Authority for Emergency and Civil Protection, a position he has held since December 2020. Previously, he served as the 2nd National Commander, District Operational Commander, and 2nd District Operational Commander at the Lisbon District Operations Command, accumulating extensive experience in emergency management and rescue operations.

Luís Vale

Luís Vale is a Senior Assistant in Anesthesiology at SESARAM, Funchal, and an Operational PH Physician in Madeira. With extensive experience in emergency medicine and trauma, he is part of the International Faculty of MRMI and DATC, ESTES/IATSIC. Currently, he serves as the Chairman of MRMI Portugal and Director of the Madeira International Disaster Training Center, actively contributing to disaster training and response scenarios. He also chairs the Trauma Section of the Portuguese Society of Anesthesiology, playing a key role in the development and innovation in the fields of anesthesiology and trauma. Additionally, he holds the position of National Commander for Emergency and Civil Protection at the National Authority for Emergency and Civil Protection, a role he has held since December 2020. Previously, he served as the 2nd National Commander, District Operational Commander, and 2nd District Operational Commander at the Lisbon District Operations Command, accumulating vast experience in emergency management and rescue operations.

Salvador Malheiro

Salvador Malheiro holds a degree in Mechanical Engineering from the Faculty of Engineering of the University of Porto (1995). He also holds a Master's degree in the same field from the same institution and a PhD in Engineering Sciences, specializing in Energy, Thermal, and Combustion, from the University of Poitiers (2002). He has been a University Professor at the University of Trás-os-Montes and Alto Douro since 1996, currently on long-term unpaid leave. He has been a Member of the Portuguese Parliament since March 2014, elected by the Social Democratic Party (PSD), and is the President of the Permanent Parliamentary Commission for Environment and Energy. Salvador is a Specialist in Energy certified by the Portuguese Engineers Association and a Recognized Technician by the Intensive Energy Consumption Management System. He served as the Mayor of Ovar from 2013 to 2024 and was the Vice President of the Social Democratic Party (PSD) from 2018 to 2022. He worked as a Research Engineer at Renault SA and as a Researcher at the Combustion and Detonation Laboratory, CNRS, in France from 1999 to 2002. He was a Technical-Scientific Evaluator of research projects for the European Commission and the Portuguese Government from 2004 to 2013. Additionally, he served as the Country Manager for Bioenergy at the Swedish Trade Council (Embassy of Sweden in Lisbon) from 2006 to 2008.

Waldomiro Monforte Pazin

Hospital Administrator with extensive experience in Public Health, having served for over 30 years as Technical Director of the largest hospital complex in Latin America, the Hospital das Clínicas of the Faculty of Medicine at the University of São Paulo. He has held various leadership positions within the Board of the Brazilian Federation of Hospital Administrators (FBAH), including Vice President and President, during which he presided over several Hospital Administration and Health Management congresses in collaboration with the Hospitalar Fair and Forum. Currently, he is the CEO and founder of WMP Consult Ltda., a member of the Board of Former Presidents of FBAH, and a Fiscal Advisor of the Latin American Federation of Health Administrators, based in Uruguay.

Nuno Araújo

PhD in Management from ISCTE-IUL, Master’s in Business Sciences, postgraduate in Advanced Studies in General Management, Strategy, and Business Development, and holder of a Master’s in Healthcare Management. Specialist Nurse in Rehabilitation Nursing with a recognized title in Nursing Sciences. Adjunct Professor at the Instituto Politécnico da Saúde Norte and Guest Lecturer at the Instituto Superior Politécnico de Benguela. Coordinator of the executive courses in Healthcare Management at CESPU. He is an associate researcher at BRU-IUL (Business Research Unit - ISCTE) and an international consultant in the fields of Management, Administration, and Health Economics for EuropeanAid Cooperation projects. He is also an expert at the European Quality Assurance in Vocational Education and Training.

João Pedro Lopes

João Pedro Lopes is a Specialist in Allergy and Immunology, working since August 2020 in the Division of Pediatric Allergy, Immunology, and Rheumatology at UH Rainbow Babies and Children’s and UH University Hospitals Cleveland Medical Center, in Cleveland, Ohio. During the same period, he also became an Assistant Professor of Pediatrics at Case Western Reserve University. He completed his Fellowship in Allergy and Immunology at the Icahn School of Medicine at Mount Sinai, in New York, in 2020, after finishing his Internal Medicine Residency at Case Western Reserve University / UH University Hospitals / VA Wade Park Louis Stokes Medical Center, in Cleveland, in 2018. He earned his medical degree from the Faculty of Medical Sciences at Universidade Nova de Lisboa, where he stood out as one of the top students in his class, graduating with an average grade of 18 out of 20. Throughout his career, he has received numerous awards and distinctions, including the Faculty Award from the UH University Hospitals Allergy and Immunology Fellowship in 2024 and the Rainbow Babies & Children’s Foundation Microgrant Award in 2021.

Sandra Cavaca

Graduated in Business Organization and Management, she has chaired the Board of Directors of SPMS – Shared Services of the Ministry of Health, EPE, since 2023, after three years as a board member. She served as Secretary-General of the Ministry of Health between 2012 and 2020. An expert for the Public Administration Recruitment and Selection Committee, representing the Ministry of Health, she was part of the executive committee of the National Health Plan for Dementias and the Ethics and Clinical Research Committee. She holds a postgraduate degree in Health Services Management from INDEG and has also attended the FORGEP – Public Management Training Program at INA and the PADIS – Advanced Program in Health Institutions Management at AESE. She advocates for the alliance between technology and people to overcome healthcare challenges.

Paulo Novais

Paulo Novais is a Full Professor of Computer Science at the Department of Informatics, the School of Engineering, the University of Minho (Portugal) and a researcher at the ALGORITMI Centre in which he is the leader of the research group ISLab - Synthetic Intelligence lab.He is the director of the PhD Program in Informatics and co-founder and Deputy Director of the Master in Law and Informatics at the University of Minho.His main research objective is to make systems a little more smart, reliable and sensitive to human presence and interaction. He is the coordinator of the Portuguese Intelligent Systems Associate Laboratory (LASI). Former president of the Portuguese Association for Artificial Intelligence) between 2016 and 2019, Senior member of the IEEE, Member of the IFIP - TC 12 Artificial Intelligence and of the executive committee of the IBERAMIA.

Mary Witkowski

Mary Witkowski, MD, MBA, is a fellow at the Harvard Business School focused on value- based health care delivery and payment reform. She leads the health care strategy and health equity work at Michael Porter’s Institute of Strategy and Competitiveness. She is a member of the Harvard Medical School Board of Fellows, the HMS Advisory Council on Education, and a trustee of the Lynch Foundation.
